I am not sure if the hardened criminals can be lured into submission by the denial of sex but it would be interesting to see which of the two basic human instincts --- sex and violence --- wins this battle.

Interestingly the same theme/act was used by the famous south Indian director K.Balachander in his award winning telugu movie Rudra Veena two decades ago.There it was used by wives trying to reform drunkard husbands.
Unfortunately , this solution would fail in situations where the economic affluence of the subject would lead him to other places where sex can be procured for money.
